Why doesn't the steering wheel not lock?

The mechanism that causes the steering column to lock usually operates automatically when you remove the ignition key. Either: - The ignition key has been removed properly but the mechanism is stuck or worn and you need to tap the ignition key slot a few times to hear a click and then turn the wheel to lock it. (My Rover does this from time to time - some penetrating oil and a light machine oil help) - The mechanism is broken as it has been damaged / removed / circumvented in the past. - You are not turning the wheel far enough clockwise (or counter-clockwise) for the locking mechanism to engage.
