On 1994, its UGLY... a better idea from GM.... don't you just love car makers. Its plugged in under / inside the dash area to the left of the steering column.... above the fuse holder. Generally, you need to remove the cluster and once you do you will be able to get at the individual bulbs in the back of the instrument cluster. Common tools are all that I have ever used, but disconnect the battery first.

I don't know where the horn is; however, it's likely that there's nothing wrong with the horn itself. I would first look at the fuse; if it's good; try replacing the relay.
