The governor simply limits the maximum allowed speed and/or RPMs. On some motors, they have a feature (known as "Multi Torque" on Caterpillar diesels) which kicks in when the motor is becoming strained under load. It increases the amount of fuel which goes through the injectors, effectively increasing horsepower and torque.
