You could, but it wouldn't go far. The water has to fall a distance to turn the wheel, That would require a water tank on the roof. The energy output would work something like this:

500 kg water tank, 2 meter height of fall, 1 kg per second, assume 100% (perfect) energy conversion

1 kg/sec * 9.81 m/s * 2 m = 19.62 Newton*Meter/sec

19.62 N*m/s = 0.026 horsepower.

You can increase the water flow by 100 and you will multiply the power output by 100. How far will the car, built strong enough to hold a half ton of water on the roof, go powered by 2.6 HP for 5 seconds?

Supv Note: This proposed answer is called "Hydrostatic Drive" such as is found on farm tractors today. Also, most cars with automatic transmissions use a water-wheel of sorts...it is called the "torque converter". The main difference from what this answer describes is that hydraulic oil is used instead of water because hydraulic oil does not promote corrosion, boil or freeze under the conditions where it is used.

The question specifies "water powered". For this system to operate it will need a rather large engine or electric motor connected to the pump. Instead of driving the pump why not just skip the energy loss and weight that the hydraulic system will cost and just run power directly to the drive wheels?
