Probably a factory set rev limiter. There are companies out there with reprogrammers that can change the rev limiter setting. Sometimes you can take the chip out and send it to them and they can reprogram it for less money. I dont remember the names off hand. Just Google and find out.

Unless the engine was run hot and warpped the head, you should be able to get it done for $400. If you've run it hot and warpped the head to the point it has to be replaned, figure $1000. Either way, there are great cars and worthy of the investment.
I would say so - if the car runs well enough, $500 isn't a lot to fix a clutch either.
